The project included:
• The preparation of Pre-Feasibility Studies, within the framework of a concession contract or "affermage" with the creation of a Special Purpose Company (SFE);
• The reasoned analysis and adequacy of the proposed PPP model, or another alternative that is recommended, as well as the elaboration of a proposal of its structuring.
The scope of services to be developed includes:
a) Component A - Analyze the current technical, economic and commercial circumstances of the public water company of Luanda (EPAL-EP), based on the Management Reports and Accounts and other documentation that will be made available;
b) Component B - Propose a public-private partnership model, based on the conclusions reached in Component A and on the assumptions presented;
c) Component C - Elaborate the Pre-FeasibilityStudy of the proposed model for PPP.
