The work consists on the development of an action plan for Non-Revenue Water (NRW) management in Zrenjanin, Serbia. In the first phase, the needs and performanceof PUC, the local utility, were assessed and benchmarked according to an evaluation system consisting of KPI’s and IWA’s water balance. The operation of the system was studied and hydraulic models were developed. In the second phase, a tactical plan for NRW management will be developed in line with PUC’s strategic goals. The interventions will be prioritized based on their cost andeffectiveness. In the final phase, a pilot area, consisting of a District Metered Area (DMA), will be established. The in and out flows to the area will be monitored, the hydraulic model will be calibrated and active leakage control measures will be implemented. The performance of the pilot area will bebenchmarked and a final report will be produced proposing guidelines for the entire system’s operation.
